In Udmurtia Vice Chairman of Izhevsk duma charged with fraud

The Nizhny Novgorod-based third investigative department of the Main Investigations Directorate of the Russia’s Investigative Committee in close cooperation with Udmurtia Office of the Russian Federal Security Service is investigating a criminal case over stealing of over 22 million rubles allocated to provide activity of Children and Youth Horse Riding School in the town of Izhevsk.

The investigators have information that Vice Chairman of Izhevsk Duma 46-year-old Vasily Shatalov who had used his position to get additional funds for the school in order to steal them.

According to investigators, in 2012-2014, the headmistress of the school who was also Shatalov’s wife Yana Kuznetsova concluded municipal contracts with organizations controlled by the official on the lease of different sports facilities and competition. But in fact, there were no competitions for children and the facilities that were allegedly leased were either non-existent or owned by Kuznetsova.

On 16 July 2015, Shatalov was detained and then charged with a crime under part 4 of article 159 of the RF Penal Code (fraud). Restraint is expected. In addition, the investigators are going to give legal evaluation to Yana Kuznetsova’s actions. The investigation is ongoing.
