The Voronezh Region investigating bodies of the Russia’s Investigative Committee have opened a criminal investigation following a check in a crime under part 2 of article 293 of the RF Penal Code (negligence).
At night of 9 October 2015, a dead body of a girl born on 25 January 2015 was found on a balcony of a house in Zheleznodorozhny district of the city of Voronezh. The check is underway, following which a procedural decision will be made.
It has been revealed, that a 31-year-old woman together with her children: a 3-year-old son and daughters aged 5 years and 8 months lived in the flat in Zheleznodorozhny district. The family has been on the list of the custody department in Zheleznodorozhny district board as the family in socially dangerous situation since 30 March 2012. The woman was on the list in Voronezh Region Clinical Drug Addiction Hospital with a diagnosis: opium addiction, has been arrested several times for crimes under part 1 of article 5.35 of the Administrative Offence Code (failure to do parental duty, alcohol and drug abuse). In May 2014, a court found her guilty of a crime under part 2 of article 228 of the RF Penal Code, she received a suspended sentence of 2 years in prison with 1.5 year of probation. In July 2015, a court in absentia ruled to deprive her of her children’s custody.
The officials of the children’s neglect prevention bodies and facilities of Zheleznodorozhny district and Voronezh Office of the Russia’s Ministry of the Interior had failed to take enough measures to confiscate the children from the family in socially dangerous position for their life and health, allowing their mother to lead an asocial lifestyle and neglect her children leaving their development and education uncontrolled and disregarded.
At the present time, investigators of the regional investigative committee continue carrying out necessary operations to find out all the circumstances of the crime and consolidate the evidence. They are questioning witnesses and a set of necessary inquiries have been assigned. The investigation is ongoing.
