Probe finished in Kabardino-Balkaria against former head of territorial office of Federal Agency for State Property Management

The Kabardino-Balkar investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against former head of the territorial office of the Federal Agency for State Property Management Sergey Ashinov, charged with crimes under part 1 of article 286 of the RF Penal Code (abuse of authority), paragraph “c” of part 3 of article 286 (abuse of authority involving grave consequences).

According to investigators, the accused abused his authority as the head of the territorial office of the Federal Agency for State Property Management for Kabardino-Balkaria when in 2009-2010 illegally spent funds of the federal budget to issue passports for establishments of cultural heritage, though there was no necessity to do that by the territorial office of the Federal Agency for State Property Management and paid for hot fulfilled work under state contracts and agreements which caused considerable damage of state interests in efficient use of budget funds and caused the state pecuniary damage of 1 million 460 thousand rubles.

The accused once again abused his authority when in 2013 illegally let on lease a property located in Prielbrusye National Park which is especially protected natural territory of federal importance to OOO ASSO to build there a water main which entailed considerable violation of rights and legal interests of Prialbrusye National Park and grave consequences of causing this organization pecuniary damage of over 29 million rubles.

The investigators have enough evidence, so the criminal case with the approved indictment has been sent to court to be tried on the merits.
