Probe launched against deputy head of State Property Department and deputy Minister of education in Trans-Baikal Territory

The Trans-Baikal Territory investigating bodies of the Russia’s Investigative Committee have opened a criminal investigation against deputy head of the State Property and Land Relations Department of Trans-Baikal Territory Bira Zhigmitova and deputy minister of education, science and youth policy of Trans-Baikal Territory Yevgheny Yegorov. They are suspected of a crime under part 3 of article 285 of the RF Penal Code (abuse of power).

According to investigators, in 2014, following the order of the minister of education of Trans-Baikal Territory and with no legal bases employees of the Ministry got information on housing on sale in municipal district of Trans-Baikal Territory and passed it on to the deputy head of the state property and land relations of Trans-Baikal Territory to be given to a businessman who participated in the housing auctions ordered to be held by the department.

The deputy head of the department gave her subordinates an order to make and submit to the department of public purchasing of Trans-Baikal Territory auction documents containing false information on the initial (maximum) cost of the contract without actually setting the average market cost of one square meter of the general living area in settlements of the region – the housing on sale designed for a specialized fund and the information on the housing and owners offered for sale in municipal districts of Trans-Baikal Territory, and gave it all to the businessman.

The businessman, who was the executor of state contracts on purchasing housing for orphans and neglected children, following the auctions held by the department and being representative of the owners of housing, concluded 22 state contracts on purchasing flats by the department  and got revenue of 2 million 829 thousand 767 rubles.

The illegal actions in forming the initial (maximum) price of the contract and transferring the information on the conditions of the auction to its participants violated interests of the society and state for efficient purchasing (property), ensuring of publicity and transparency of such purchasing and led to grave consequences for the budget of the Russian Federation which lost 10 million 286 thousand 748 rubles.

At present, investigating operations are underway to find out all the details of the crime. The Investigation is ongoing.
