Criminal investigation launched in Smolensk Region into negligence of boarding school officials that led to death of two inmates

The Smolensk Region investigating bodies of the Russia’s Investigative Committee have opened a criminal investigation in negligence of officials of Demidovo Boarding School for Orphans and Neglected Children which entailed death of two teenagers aged 13 and 15 while they were playing on the surface of an ice-covered pool (part 3 of article 293 of the RF Penal Code).

According to investigators, between 5 and 6 Pm, 30 December 2015, two inmates of Demidovo Boarding School for Orphans and Neglected Children left the facility without their teachers knowing and went skating on a frozen river. While they were on the ice of the Kasplya river, it got cracked. The teenagers fell in water. The 15-year-old grabbed the edge of the ice and some passers-by helped him out, but unfortunately, he could not be saved. He died during resuscitation. The body of the second boy is still not found. Divers of the local office of the Russian Emergencies Ministry are working at the scene as part of the investigative team.

At present, investigative operations are underway to find out all the details of the crime and register the evidence. The investigation is ongoing.
