Probe launched in Yaroslavl Region into negligence of officials which led to 6 people dying in fire

At night of 3 January 2016, a fire started in a block of flats No 7 in Oktyabrskaya street in the village of Pesochnoye, Rybinsk District, Yaroslavl Region. Bodies of 6 people were found during suppression of the fire: four children aged between 1 year and 3 years and two men aged 51 and 27. The Yaroslavl Region investigating bodies of the Russia’s Investigative Committee opened an investigation in a crime under part 3 of article 109 of the RF Penal Code (reckless homicide of two or more).

The investigators have found out that the burned block of flats was recognized structurally unsound and was put on the municipal program “Resettling citizens from unsafe housing in the village of Pesochnoye, Rybinsk District in 2016-2017”, this means that officials of the village administration should have had this house, its condition and living conditions of its tenants under tighter control.

The officials of the village administration, who in accordance with the Code of the village of Pesochnoye, Rybinsk District, should have taken first-priority fire safety measures failed to execute their duty properly which brought about the deaths.

The Yaroslavl investigating bodies opened an investigation against the officials of the village administration over a crime under part 3 of article 293 (negligence entailing death of two or more people).

At present, investigative operations are underway to find out all the details of the incident. Officials involved in the crime are being identified. The investigation is ongoing.
