In Yamal-Nenets Autonomous Area, probe launched against local woman suspected of torturing her child and failure to act like parent

Pursuant to the order of the Chairman of the Investigative Committee to conduct full and impartial investigation into battery of a child by his mother, the Yamal-Nenets Autonomous Rea investigating bodies have opened an investigation against the woman suspected of crimes under paragraph “d” of part 2 of article 117 of the RF Penal Code (torture of a minor), article 156 (failure to execute the duty of raising a child).

Investigators revealed that the 35-year-old woman, a resident of the town of Labytnangi, systematically out her 5-year-old son through physical and psychological sufferings by beating hem, including multiple blows she delivered by her hands and fee on 10 November 2015 in the Yamal shop. The inquiry office of the Ministry of the Interior for Labytnangi opened a criminal case against her over a crime under part 1 of article 116 of the RF Penal Code (battery). On the initiative of the Yamal-Nenets Autonomous Area Investigations Directorate supervision bodies passed the case on to the directorate for further investigation. The two cases were joined to form a single one.

At present, the child has been taken from the family for safety reasons. During the probe the investigators are going to identify reasons and conditions that contributed to the crime. Due to the fact that the crime was committed in November 2015, and during all this time the child stayed in the family with the mother, the investigators are going to assess the actions (omission) of the officials, who should have ensured his safety when they had learned that the mother was beating him.
