The criminal case on negligence of the officials of the administration of the Pravdinsky district inaction of whom led to abusive treatment of the local to her adopted son was initiated in the Kaliningrad region

The criminal case in a connection with negligence (Article 293 part 1 of the Criminal Code of the Russian Federation) of officials of the Pravdinsky district administration has been initiated by the investigating bodies of the Investigative Committee of the Russian Federation for the Kaliningrad Region. Such a trial decision has been taken based on the results of an audit conducted by investigators on the report of mass media on January 24, 2016 on hospitalization to children's regional hospital of a 9-year old boy living at a foster home.

According to investigators since October 23, 2015 till January 21, 2016 officials from Pravdinsky district administration of the Kaliningrad Region by virtue of an unconscientious relation to their job duties did not check in a proper way a condition of life of two juvenile children in the age of 9 and 13 years living at foster home of a 58-year old resident of the Pravdinsky district. 

As investigation believes, because of negligence permitted by bureaucrats the foster mother did not intentionally fulfill her obligations for a long time: she didn't create appropriate living conditions and appropriate conditions of upbringing of two adoptees, combining such inaction with facts of abusive treatment with respect to the adopted son.

In the course of the inspection of a place of an incident it is ascertained conditions in the house where the children lived were socially unfavorable: low temperature, water absence, no necessary food available.

Investigators believe the foster mother previously worked as a teacher in one of the municipal schools of the region, has been systematically depriving her adopted son from food, in consequence of which the child was constantly experiencing feeling of hunger. In addition, investigation believes the woman regularly left the boy unguarded despite his juvenile age and despite his health state caused by peculiarities of upgrowth. Moreover, she ignored the need to change the son's clothes, so the child had been wearing dirty and wet clothes for a long time during cold season.

According to investigation data, the woman did not take measures get aid from skilled medical care understanding bad state of child's health. As a result the 9-year old boy was hospitalized to the region children's hospital only on the initiative of employees of a school on January 20, 2016. In accordance with a medical opinion available for investigation frostbite of the fourth degree of seven fingers on legs and gangrene of two fingers of the left foot caused by hypothermia were diagnosed in the course of medical assistance delivery.

Investigators believe such a woman's treatment to the adopted son which led to his hospitalization became possible and remained unpunished for a long time for the reason of negligent attitude of bureaucrats towards fulfillment of obligation entrusted to them to control conditions of residence of juvenile children in foster homes in a proper way.

At present investigation establishes particular officials among bureaucrats subject to involvement as accused based on the criminal case on negligence.

With respect to the 58-year old resident of the Pravdinsky district herself freed from obligations of the foster mother a criminal case on signs of an offence in violation of Article 156 part 1 of the Criminal Code of the Russian Federation has been initiated (neglect of minor children by the person who was assigned with these responsibilities combined with abusive treatment).

Final legal assessment of a suspect's actions will be made basing on the results of investigation with consideration of the harm severity degree caused to the boy's health and consequences of this harm.

At present all the circumstances of crime commitment are being established in an investigative way. Investigation of both criminal cases is being under special control of the head of the department of the Investigative committee in the Kaliningrad Region.
