Former deputy head of Solnechnogorsk District found guilty of several acts of corruption

A court has found the evidence gathered by the Moscow Region authorities of the Russia’s Investigative Committee sufficient to convict former Deputy Head of Solnechnogorsk District Andrei Shpak. In September 2015, the court found him guilty of 3 attempts to get bribes (Part 3 of Article 30, Part 4, item “d” of Article 290 of the RF Penal Code) and sentenced him to a fine of 50 million rubles. However, this sentence was appealed against in a higher court and reversed. After a new trial, Shpak was sentenced to 8 years in prison.

The court and investigation have revealed that Shpak and his accomplices, Anton Burmistrov, CEO of OOO Tekhnokomplekt, Dmitry Polyakov, CEO of Solnechnogorsk Municipal Services and Nikolai Fastovets, former prosecutor of Solnechnogorsk extorted bribes from director of a construction firm for ensuring problem-free construction of a Magnit supermarket during the period when there was no construction permission or putting it into operation.

In June 2008, they were detained by the Moscow and Moscow Region Office of the Federal Security Service. Fastovets was held while receiving 7 million rubles via a middleman and Polyakov at the moment when he was taking 2 million rubles. In addition, it was revealed, that in all, between 2006 and May 2008, the said people got from a businessman over 40 million rubles.

During the preliminary investigation Shpak managed to run away and was wanted. During that time, his accomplices were convicted and sentenced to between 4.5 and 6 years in prison. In summer 2014, Shpak showed up at the investigation directorate and gave himself up.
