Deputy head of Siberian Federal District Office of State Reserves Federal Agency suspected of bribery

The fifth department of the Directorate of the Investigative Committee based in the city of Novosibirsk has initiated criminal proceedings against Deputy Head of the Siberian Federal District Office of the Federal State Reserves Management Agency Ilgiz Garifullin suspected of a crime under Part 6 of Article 290 of the RF Penal Code (bribery) and against Stanislav Kabanyachy suspected of a crime under Part 5 of Article 291 of the RF Penal Code (giving a bribe). The case was opened based on the files of the checks provided by the Novosibirsk Region Office of the Federal Security Service.

According to investigators, from October to December 2015, the Siberian Federal District Office of the Federal State Reserves Management Agency organized a closed bidding for the right to conclude a contract of sale of material valuables released from the state mobilization reserve. Garifullin used his authorities to arrange that the only application the office received was the one from ZAO Lenpromtransproyekt which made the bidding commission recognize the bidding failed. After that the contract of sale was concluded with the only bidding company ZAO Lenpromtransproyekt with the condition that the contract would cost 80 million rubles.

The investigators believe that in the period between 2015 and 2016, in Nobosibirsk, Kabanyachy, who was a representative of ZAO Lenpromtransproyekt gave Grifullin a Porcshe Cayenne S bought for 6.1 million rubles for helping the company to take part in the bidding and conclude the contract. Later Kabanyachy registered the car on Garifullin’s wife.

At the moment both of the suspects are in detention and are expected to be remanded in custody. Investigative operations are underway to find out all the details of the crime. The investigation is ongoing.
