In Moscow Region, men charged of GLONASS fraud to stand trial

The Moscow Region Office of the Investigative Committee has finished the investigation against the first deputy CEO of the Central Research Institute of Mechanical Engineering Dzhordsh Kovkov, head of the capital construction department of the said organization Aleksandr Chernov, DEO of Special Construction Department No 5 under the Federal Special Construction Agency Aleksandr Belov, CEO of OOO SpetsMonolit Roman Marynenko and financial advisor with functions of CEO of OOO Proconsulting Dmitry Belitsky.

Depending on the role of each one they are charged with crimes under part 4 of Article 159 of the RF Penal Code (fraud), Part 2 of Article 201 (abuse of authority), Part 5 of Article 33, Part 2 of Article 201 (complicity in abuse of authority) and Part 2, item “a” of Article 174.1 (money laundering).

According to investigators, in 2010 during the implementation of Federal target-specific program GLONASS the Federal Space Agency approved design estimates for reconstruction and technical re-equipment of 100-1 corps of Central Research Mechanical Engineering Institute in the town of Korolyov, Moscow Region and got a warrant to conduct building. The Federal budget allocated for those purposes 1 billion 50 million rubles.

To draw the said funds the Central Research Mechanical Engineering Institute concluded a contractor’s agreement with the general contractor company – Special Construction Department No 5 under the Federal Special Construction Agency, which erected cast-in-place constructions of the building of 100-1 cluster using a technique of large-panel forms worth 39 million 451 thousand 573 rubles. During the work the accused stole the money and abused their authorities while approving the acceptance certificates.

The federal budget represented by the Federal Space Agency suffered damage of 107 million 786 thousand rubles.

The investigators have enough evidence so the criminal case with the approved indictment has been referred to court.
