Deputy Head of Petropavlovsk-Kamchatsky Administration suspected of misuse of funds

The Kamchatka Territory Office of the Investigative Committee has opened a criminal investigation against deputy head of Petropavlovsk-Kamchatsky Urban District Administration on suspicion of a crime under Part 2, item “b” of Article 285.1 of the RF Penal Code (misuse of budget funds).

According to investigators, in November-December 2014, the suspect while serving as deputy head of Petropavlovsk-Kamchatsky Urban District and at the same time acting president of the administration’s committee for city economy, misused budget funds. Aware that the Kamchatka Territory Ministry for Housing and Utilities had allocated 37,700,000 rubles in subsidies for implementation of the program “Power efficiency, development of energy and housing and utilities, providing public utilities, improvement of the territory and environmental protection” – “to purchase of stop valves and pipes”, acted in the interest of Petropavlovsk vodokanal, a municipal unitary enterprise, and arranged for the program to have been changed. He also determined that the funds should be spent for the purposes that did not meet the conditions of its receipt, namely 39,479,000 rubles “to compensate for the expenses of purchasing stop valves and pipes”, including 37,700,000 rubles from the territory budget. This way he made a decision to misuse 37,700,000 rubles. So the said sum was basically used to pay off the debt (loan and interest) of Petropavlovsk vodokanal it had got in 2012 and 2013 when it had “purchased stop valves and pipes”.

At the present time investigative operations are underway to find out all the details of the crime. The investigation is ongoing.
