The Komi Republic Office of the Investigative Committee has initiated criminal proceedings against acting director of the Capital Construction Department (town of Usinsk) suspected of abuse of power under Part 1 of Article 286 of the RF Penal Code.

According to investigators, in September 2015, the Capital Construction Department and OOO Rostekh-bezopasnost concluded a contract on capital repair of courtyards and passages along dormitories and a block of flats in 60 let Oktyabrya street with constructing parking lot. The total cost of the work was more than 15 million rubles. According to the estimate attached to the contract, the work included repairs of the road worth more than 4 million rubles. In June 2016, the suspect aware that the repair of the road had not been complete, signed an acceptance certificate without any legal reasons to do that. Based on that certificate, Rostekh-bezopasnost received full payment as per the contract.

During an interrogation the suspect admitted his guilt. Investigative and procedural operations are now underway to find out all the circumstances surrounding the crime.
