The seventh office of the Investigative Committee’s Directorate based in the city of Rostov-on-Don has initiated criminal proceedings against head of the education department of the town administration of Volgodonsk, Rostov Region, Anna Pustoshkina suspected of abuse of office under Part 1 of Article 285 of the RF Penal Code.

According to investigators, between October and December 2016, by virtue of her position, Pustoshkina had information that there were problems with the time and quality of food supplies into departmental pre-school facilities in 2016. Her superiors demanded that those supplies be put in order in 2017. Eager to avoid troubles at work, Pustoshkina gave an order to her subordinates to make draft contracts for food supplies to pre-school facilities in 2017 worth more than 150 million rubles without following procedures set by the contract system law. Pustoshkina made those contracts signed with businessmen and firms run by her acquaintances. This limited competition at the market of potential food suppliers.

At present, investigative operations are underway to find out all the circumstances surrounding the crime. The investigators have confiscated and are examining the documents on the contracts. The suspect is now expecting restraint.
