The Volgograd Region Office of the Investgiative Committee has opened an investigation in execution of work or provision of services that do not meet safety standards under Part 3 of Article 238 of the RF Penal Code following a collapse of a section of a house.

According to preliminary data, an explosion took place at about 1 PM today in a four-floor block of flats in Universitetsky Avenue in the city of Volgograd which then took down one of the building’s sections. By now two bodies, a female and a male, have been found at the scene and are now being identified. Responders are now clearing the debris and working to verify the number of victims.

Urgent investigative operations are underway to find out all the circumstances surrounding the incident. A number of necessary forensic examinations are being ordered and witnesses are being questioned.
