Following media reports Moscow Region investigators launch probe in violation of veterans’ rights

The Moscow Region Office of the Investigative Committee has opened an investigation in negligence under Part 1 of Article 293 of the RF Penal Code following media reports on wrongdoings committed against 92-year-old veterans.

As became known earlier. A federal TV channel showed a coverage about veteran of the Great Patriotic War Vladimir Ruchkin and his wife, a home front veteran with disabilities, who lived in a settlement of Lunevskoye, Solnechnogorsk District in a ramshackle house not fit for living.

The investigators have revealed, that based on the Federal law “On veterans” Ruchkin has the right to get housing in a first-priority order and exercising this right he asked the settlement administration to put him on the list of those in need of housing, to recognized him as the one in need of better living conditions and to check his living conditions and recognize them as not fit for living. However, the officials did not make a decision they were bound to take under the law and this improperly did their duty due to negligence and violated the veteran’s rights and legal interests.

At present, the investigators are running a number of investigative operations to find out all the circumstances surrounding the crime and to identify those responsible. The investigation is ongoing.
