Following order of Investigative Committee Chairman officials of central office dispatched to Volgograd to investigate house collapse

Following instructions of Investigative Committee Chairman Alexander Bastrykin a team of experienced investigators and criminalists of the Committee’s Central Office has been dispatched to the city of Volgograd to provide practical aid and guidance in investigating unsafe works or services under Part 3 of Article 238 of the RF Penal Code.

As became known earlier, an explosion took place about 1 PM today in a four-floor block of flats in Universitetsky Avenue and took down one of the building’s sections. Three bodies were found on the scene. Forensic medical examinations were ordered.

As soon as Emergency Ministry’s rescuers finish removing the debris, the investigators and criminalists in cooperation with officials of the Volgograd Region Office of the Investigative Committee will start examining the site of the incident.

By now, the investigators have detained the owner of a pavilion and his father, who ordered the work and a person employed to do the job via an online advertisement.
