A show at a federal TV channel discussed on 1 November 2017 a story of a 35-year-old woman from Krasnoyarsk Territory wanting to become a guardian of her two nephews aged 9 and 3. Their birth mother’s parental rights regarding the elder son were terminated and limited regarding the younger one. Two more of her children had died. The story went on saying that the children had been beaten and given alcohol. Furthermore, there are complaints about the work of guardianship authorities which had done nothing.
Once the show was out, Chairman of the Investigative Committee Alexander Bastrykin assumed control over a check into the situation organized by the Krasnoyarsk Territory Investigative Authority. He ordered investigators to check the information in the shortest possible time and decide whether to initiate criminal proceedings against guardianship officials directly or indirectly involved in the death of the two children and displaying negligence regarding two other children.
Following the check, the Krasnoyarsk Territory Office of the Investigative Committee has opened an investigation against officials of the Bogotol Guardianship Department suspected of failure and improper discharge of duties due to negligence entailing death of two or more people under Part 3 of Article 293 of the RF Criminal Code.
The family in question lives in the town of Bogotol and raised 4 children. In 2013, the 28-year-old mother was charged with failure to discharge parental duties. Her husband had a conviction for stealing. The family was registered as the one in a socially dangerous position. In 2010, the woman gave birth to a girl who died when she was 17 months old of meningococcosis. In 2012, her 11-mont-old son died of the same disease. And only after the 2 deaths, social services initiated termination of parental rights on the third child and limitation of them on the fourth one.
The investigators are looking into all the circumstances surrounding the crime. The investigation continues.
