Another negligence investigation launched against director of orphanage in Krasnoyarsk Territory

The Krasnoyarsk Territory Office of the Investigative Committee has opened another investigation against director of the Yermakovskoye Children’s Home suspected of negligence under Part 1 of Article 293 of the RF Criminal Code.

According to preliminary information, the suspect concealed that a 14-year-old inmate bullied by her peers tried to take her own life in November 2014.

The director is already under negligence investigation. A preliminary investigation found that on 4 November 2017, at about 8 PM, two teenage girls had a conflict with a 15-year-old girl and hit her multiple times on her face and body. The girl told the director about it, however the latter one did not report it to the police.

In addition, inmates are known to have used psychological and physical violence against another 14-year-old girl. They stole from her three cell phones, a tablet computer, a walkman, a flash drive, of which the director was also aware of, but yet again preferred not to tell the police about.

Representatives of the Investigative Committee together with the Krasnoyarsk Territory Children’s Ombudsman have met the teenagers who were placed in the Minusinsky Family Center and are getting necessary psychological aid there. They also have visited the Yermakovskoye Children’s Home and talked to its inmates.

An official of the Investigative Committee’s Central office has arrived in Krasnoyarsk to help the investigation. He heard reports on the preliminary investigation, given orders to the investigation team to take a number of measures, including assessing the actions of some staffers of the facility who had failed to stop the conflict among the teenagers.

A court is now considering requests of the investigators asking to suspend the suspect from the office and place her under house arrest pending trial.
