Charges pressed against president of Rosprombank

The Head Office of the Investigative Committee is conducting an investigation opened following a complaint from the Deposit Insurance Agency over theft of assets of ROSPROMBank whose license was revoked in September 2016. President of the bank Sergei Salogubov has been charged with fraud under Part 4 of Article 159 of the RF Criminal Code and placed in custody pending trial.

According to investigators, in 2016, the bank represented by its president Salogubov and a physical person signed 8 loan cession contracts and 5 real estate sales contracts worth 400 million rubles altogether. As a payment the person provided a plot of land in Moscow Region worth according to the documents enclosed over 1 billion rubles, however the person agreed to sell it for 756 million rubles. As the cost of the real estate and incorporeal rights under the said contracts was lower, the person got 354 million rubles from the bank in cash. In fact, the market value of the property was just 90 million rubles. This way, ROSPROMBANK suffered a damage of 756 million rubles. The investigators believe that the said transactions were planned by Salogubov and other persons from among the bank’s top management and staff. The person, who was the other party in the transactions, is wanted.

At present, investigative and search operations are underway to find out all the circumstances surrounding the crime and to identify other people involved in it.
