Investigative authorities of the Main Investigative Department of the Investigative Committee of Russia for St. Petersburg have completed the investigation of a criminal case initiated on the Chairman of the IC of Russia's order into the possible crime under Part 1 of Article 293 of Criminal Code (negligence) against a 57-year-old local resident who served as the head of the Education Department of the Administration of the Krasnoselsky District.

According to the investigators, on June 21, 2021, the defendant, who served as the head of the Education Department of the Administration of the Krasnoselsky District of St. Petersburg at the time, signed a state contract with one of the commercial organizations for arranging stationary recreation on the Black and Azov Seas in resort organizations implying round-the-clock stay of disabled children and accompanying persons during the summer holidays in 2021. The defendant failed to properly fulfill her official duties to check the living conditions in the Polyarnye Zori boarding house located in the town of Anapa, Krasnodar Krai, which was the destination of vacation vouchers that the children and their accompanying persons received. On July 1, 2021, 21 disabled children and 23 accompanying persons moved in to the boarding house. The living conditions in the facility failed to meet the fire and sanitary-epidemiological safety requirements, which entailed a significant violation of the above-mentioned citizens’ rights and legitimate interests. As a result of the defendant's negligence, the disabled children and the accompanying persons were unable to undergo medical rehabilitation and resort treatment in the recreational organization due to substandard conditions in the boarding house.

The investigators collected the evidence base sufficient to approve the indictment and file the criminal case for trial.
