Progress of inquiry into death of a patient of fund City without Drugs and illegal deprivation of liberty on the premises of women’s rehab in Sverdlovsk Region

Sverdlovsk Region investigating bodies of the Russia’s Investigative Committee are investigating a criminal case over death of a 29-year-old rehab patient of fund City without Drugs and over facts of illegal deprivation of liberty on the premises of the rehab owned by the above mentioned fund.

During the investigation, a comprehensive commission forensic medical expert examination of the victim’s body was assigned. According to the results of the examination, experts found lifetime injuries in the form of multiple bruises at her head and limbs, the time of which corresponds to the period, when the woman was a patient in Fund City without Drugs and was delivered from the Fund to Beryozovsky hospital. Experts marked some signs of possible nature of the bruise causes – such traces are characteristic of handcuffing. They also established a direct death cause – fibropurulent meningitis. In addition, the expert conclusion says that the woman did not received timely treatment cue to her late hospitalization.

At present Sverdlovsk Region investigating bodies of the Russia’s Investigative Committee and officers of other law enforcement bodies are going on with necessary investigating and search operations to consolidate the evidence. Expert examinations are under way of objects and documents seized during the searches (namely, computer-technical examinations of information contained in system units and other electronic data storages – disks, storage devices). The forensic expert examinations were also assigned for objects discovered in man’s rehabilitation center at 15, Fabrichnaya Street in Yekaterinburg and, as investigators assume, show that the center used special means in its work.

The arrest term for unemployed Igor Shabalin, 34, from Yekaterinburg, who is charged with a crime under part 2 of article 127 of the RF Criminal Code (illegal deprivation of liberty committed agasint two or more people) has been extended by the court under the investigators’ petition until 22 January 2013 inclusive.

The second person charged in the case is Vice-President of Charity Fund City without Drugs Yevgeny Maklenkin, 36, who did not show up under summons and escaped from investigators. Considering that investigators have information that the accused might be abroad, the court under the investigator’s petition, put him on an international wanted list and in absentia ruled to place him into custody as a pretrial restraining measure. This means that in case his whereabouts are discovered he will be delivered straight to a pretrial jail. At the moment the searching is carried out by forces of Interpol and employees of the regional Main Investigations Directorate. The investigation term is extended until 22 January 2013.
