In Oryol Region former high-ranking officials to appear in the court

The Oryol Region investigating bodies of the Russia’s Investigative Committee have completed investigating a criminal case against former Vice-Chairman of Oryol Region Government Vasily Yeryomin and former CEO of OAO Oryolgorteploenergo (OJSC) Sergey Senin. Depending on the role of each one they are charged with crimes under part 1 of article 286 (exceeding of official powers), part 5 of article 33, part 1 of article 286 (complicity in exceeding official powers) and part 1 of article 201 of the RF Criminal Code (abuse of authority).

According to investigators, Yeryomin in 2009, acting as Mayor of Oryol with the complicity of Senin ensured conclusion of a knowingly unprofitable lease contract between OAO Oryolgorteploenergo and OOO Oryolteplogaz (LLC). Under the contract for a symbolic monthly rent of 14 million rubles OAO Oryolgorteploenergo leased to OOO Oryolteplogaz almost all its property with a book cost more than 1 billion rubles. As a result of the illegal actions of the accused the financial state of OAO Oryolgorteploenergo considerably worsened, the enterprise could not pay its debts and accordingly in November 2010 the organization petitioned bankruptcy. In addition, criminal actions of the accused led to alienation from the property of the municipal entity “the City of Oryol” of budget funds worth more than 44 million rubles which the Oryol administration was forced to pay the bank to which it stood a guarantee of loans of OAO Oryolgorteploenergo.

Investigators have collected enough evidence and the case with the approved indictment was forwarded to the court to be tried on the merits.
