Former officials of Moscow City Government charged with swindling and exceeding official powers implementing targeted program “People’s Garage”

Moscow City Central Investigations Directorate of the Russia’s Investigative Committee has charged former First Deputies Heads of City Planning Policy, Development and Reconstruction Department of the Moscow City Government Alexander Levchenko and Konstantin Korolevsky with a crime under part 4 of article 159 (swindling) and paragraph “c” of part 3 of article 286 of the RF Criminal Code (exceeding official powers).

According to investigators City Planning Policy, Development and Reconstruction Department of the Moscow City Government in 2006 during the implementation process of a targeted program providing construction of garages in the capital concluded a government contract with a closed joint stock company Office of Experimental Construction – Parking. The contract was signed by Levchenko, Korolevsky at that time was one of the company’s founders. Under the contract, the company undertook to reveal and analyze encumbrances of land plots intended for garages and to prepare proposals on their removal and economic grounds for the plots to be included in the targeted program. In accordance with the contract these operations were to be completed till 25 December 2006. The operations were completed in full by the stipulated time.

However, Levchenko and Korolevsky, knowing about assigning additional budget funds on implementation of the program, illegally extended the time of performance up to December 2007. The accused involved OOO MIGS (LLC) as a subcontractor and amended the contract, in accordance with which the cost of the work depended on conditions and price established by the immediate executor. This way, the overall cost of the work was artificially increased by more than 90 million rubles. But in reality it was 30 million rubles. The accused organized discussion and sighing of an acceptance certificate under additional agreements intended for construction of garages located at different addresses in Moscow which contained knowingly false information on the work allegedly conducted by the client. As a result more than 90 million rubles was illegally transferred to the account of Experimental Construction – Parking.

The long period of the investigation is explained by the necessity to conduct several dozens of expert examinations and necessity to forward requests of legal help to republics of Ukraine, Greece and Cyprus.

CEO of OOO MIGS, Oleg Vlasenko escaped the investigation and is federally wanted. Investigation is to be continued.
