In Sverdlovsk Region a local charged with illegal deprivation of liberty of several patients of women rehab of City without Drugs fund

The Sverdlovsk Region investigating bodies of the Russia’s Investigative Committee have charged Igor Shabalin, 34, with a crime under part 2 of article 127 of the RF Criminal Code (illegal deprivation of liberty committed against two or more people).

According to investigators, in the period between February and June 2012 Shabalin, staying at the rehabilitation center for women in Naumova Street in the village of Sarapulrf of Beryozovsky town and practically being responsible for rehabilitation of women at the center, did not let go one of the patients. He used psychological influence and took away the woman’s possibility of free movement, or choice of time or place. The same misconducts he committed between March and June and between April and June 2012 against two more women. Twice women managed to escape from the center, but Shabalin found them – one in Beryozovsky and the other in Yekaterinburg – and forced both of them back in the center, where he continued to hold them against their will. In one of the cases Shabalin to prevent resistance even put on the woman’s wrists a plastic collar using it as handcuffs.

At present the Sverdlovsk Region investigators with operative support of the police are continuing all necessary investigating and other operations to consolidate evidence and to establish all the circumstances of Shabalin’s crime. The pre-trial restraining measure is under discussion considering information of Shabalin’s poor health published in media.
