Chairman of the Investigative Committee sends staff of the Central Office to check results of investigating criminal cases over sexual abuse of orphans in Trans-Baikal Territory

The Trans-Baikal Territory Investigating bodies of the Russia’s Investigative Committee have launched criminal investigation over sexual abuse of younger children in one of children’s homes in the region containing signs of a crime under paragraph “c” of part 3 of article 132 of the RF Criminal Code, paragraph “b” of part 4 of article 132. Besides, the director of the children’s home is suspected of negligence (part 1 of article 293).

According to investigators, during 2002-2011 five inmates of the children’s home committed one fact of sexual abuse each over younger inmates. At the moment of crime the suspects were not of age to be liable for the crime – 14 years in Russia. Investigators have found all the suspects. At present two of them are serving time for mercenary crimes, one is arrested for a serious crime. The other two of the suspects have been questioned by the investigators.

According to the victims, after they had been sexually abused other inmates of the children’s home refused to take food at the same table with them, there were separate dishes for them prepared in the cafeteria and they washed them by themselves. The director of the children’s home knew that children had separate dishes and were ostracized. However she did not take any measures to protect rights and legal interests of the victims and did not reported the crime to the police.

The injured children have already been moved from the children’s home to other social rehabilitation centers.

During the probe investigators have sent to the Trans-Baikal Territory Ministry of Education, Science and Youth Policy a submission on elimination of causes and circumstances contributing to the crimes and set a question of dismissing the director of the children’s home for improper discharge of her official duties resulting in abuse of rights of minors.

In addition they sent a submission to the Trans-Baikal Territory Directorate of the Interior Ministry setting a question of strict disciplinarian punishment for juvenile affairs inspectors and staff of crime detection department.

On the order of the Chairman of the Investigative Committee a brigade of experienced staff of the Central Office will move out to Trans-Baikal Territory in one of these days to analyze the progress and results of the investigation of the abovementioned criminal cases.

In addition, investigators are going to provide evaluation of work of officials of all bodies, insuring protection of children’s rights and rights of minors in the Trans-Baikal Territory, shoes inaction allowed crimes against children.
