Primorsky district administration of Saint-Petersburg searched over criminal proceedings in embezzlement of budget funds

The North Western Federal District Investigations Directorate of the Russia’s Investigative Committee has launched a criminal investigation into signs of a crime under part 4 of article 159 of the RF Criminal Code – embezzlement of budget funds on an especially large scale and through deception.

It is found that in 2012 the Primorsky district administration of Saint-Petersburg concluded a 300 million rubles state contract with the commercial organization to eliminate unauthorized dumps in the district and to create environmentally friendly zones. The administration transferred to the account of the commercial organization more than 270 million rubles as a payment. The investigators believe that a part of works listed in contract budget and worth 174 million rubles was not executed.

At present investigators of the Investigative Committee with participation of staff of regional Directorate of the Federal Security Service and operative agents of other agencies are conducting emergency investigating operations, including searches in the Primorsky district administration and in flats of some persons, to find documents and objects relevant to investigation.
