Former head of Primorsky district administration of Saint-Petersburg and other persons suspected of embezzlement of budget funds

The North Western Federal District Investigations Directorate of the Russia’s Investigative Committee under a criminal investigation into embezzlement of budget funds on an especially large scale (part 4 of article 159 of the RF Criminal Code) has detained several accused.

Among the accused are former deputy head of Primorsky district administration Vasily Styopushkin, head of improvement department of Primorsky district administration Vladimir Razulenko, technical control engineer of Customer Service of Primorsky district administration Sergey Karsten and a representative of a contractor company Dmitry Shilov. At present it is being decided whether to put them into custody as a pretrial restraining measure.

It is found that in 2012 the Primorsky district administration of Saint-Petersburg concluded a 300 million rubles state contract with the commercial organization to eliminate unauthorized dumps in the district and to create environmentally friendly zones. The administration transferred to the account of the commercial organization more than 270 million rubles as a payment. The investigators believe that a part of works listed in contract budget and worth 174 million rubles was not executed.

During the investigation investigators have already made 16 searches including Primorsky district administration, contract companies and the flats of persons under investigation. They seized documents and objects relevant for the investigation. Investigation is to be continued.
