In Rostov Region worker of Novocherkassk electric locomotive building plant suspecting of plotting killing of two

The Southern Federal District Investigation Directorate of the Russia’s Investigative Committee has launched a criminal investigation against Sergey Parfyonov. He is suspected of crimes under part 3 of article 33, part 1 of article 30, paragraphs “a”, “f”, “g” and “h” of part 2 of article 105 of the RF Penal Code (organization of preparing to murder of two people, committed by a generally dangerous way by a group of people in conspiracy on hire) and part 1 of article 222 (illegal transfer of explosives and explosive devices).

According to investigators, in the period between December 2013 and February 2014 Parfyonov being a worker at OOO Manufacturing Company Novocherkassk Electric Locomotive Plant (hereinafter the plant) decided to kill logistics director of the plant and his driver because of personal dislike. He started to look for a killer and applied to a man, who was acting within a special operation carried out by the Southern Federal District Main Office of the Russian Interior Ministry together with the Rostov Region Office of the Federal Security Service. During their personal meetings Parfyonov gave the killer the victim’s photos, showed where the victims lived, the parking place, agreed on the terms and time of payment – 5 thousand US dollars before the execution and the same sum after. In addition Parfyonov gave the killer two frags RGN and RGD-5 with detonating fuses. On 25 March 2014, Parfyonov received a message that the order had been executed, gave the rest of the money and was detained by the police.

During the search in his residence the investigators found and confiscated pictures of the victim, the map of his route on an office car confirming criminal intentions of the suspect. At present custodial restraint is under question. Investigation is ongoing.
