In Novosibirsk Region criminal case launched against former governor suspected of negligence

The Novosibirsk Region investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation against former governor Vasily Yurchenko suspected of a crime under part 1 of article 293 of the RF Penal Code (negligence).

According to investigators in 2006 federal budgetary institution Novosibirsk Pilot Measuring Apparatus Plant was charged with a piece of land owned by the Russian Federation and over 17 ha in area. As a result of actions of the district administration a part of the land was divided into three pieces with temporary cadastral numbers. After that in violation of current legislation an incomplete packet of documents for transferring the land from one category to another was submitted to the Novosibirsk Region Government. Not having checked the said documents in due order under the land law, Novosibirsk Governor Vasily Yurchenko issued an order transferring the lands from defense category to agricultural one. However, it is only the Government of the Russian Federation that has an exclusive right to accomplish such transference. Later the lands were given up on lease to ZAO Plan Irmen, which produces and processes grains and livestock products. As a result of the said actions the lands owner – the Russian Federation suffered a loss of over 34 million rubles.

At present investigating operations are underway to find out all the circumstances of the crime and collect the evidence. Investigation is ongoing.
