A court has recognized the evidence gathered by the investigating bodies of the Russia’s Investigative Committee in the Chuvash Republic sufficient to convict the head of architecture, nature management and communal and housing services office of Alatyr town administration. He was found guilty of a crime under part 4 of article 159 of the RF Penal Code (fraud committed by a person abusing his official position and on an especially massive scale).
The court and investigators have found that in 2010 after an auction a piece of land in Southern block of the town of Alatyr was let on lease to a commercial company for three years to construct low-rise buildings. Soon the defendant had a criminal intention to have ten pieces of land in the same block without unfinished constructions for free for his wife and friends. For that purpose he illegally without any tenders inclined the CEO of the construction company to get from the town administration a permit to build on the said lands and then deceived the director of the district technical inventory bureau telling that there were unfinished construction sites with about 15% readiness. The latter without proper examination prepared cadastral certificates basically confirming the false information. Later in 2011 the defendant persuaded the builder of Southern block to sign 10 sale contracts on the nonexistent buildings, under which his wife and friends were the buyers. Later on the said contracts were registered in the State Registration Service. Based on those documents the Alatyr administration let the lands with the alleged unfinished construction sites on lease to the “buyers”, which later gave them an exceptional right to privatize the lands without any auctions and at considerably lower price. This way the Alatyr administration suffered a loss of over 2 million rubles.
The court has sentenced the head of architecture, nature management and communal and housing services office of Alatyr town administration to 4 years in prison to be served in a minimum-security penal colony and a ban of 100 thousand rubles.
