In Tatarstan sentence passed upon eight former officers of Dalny police station

A court has recognized the evidence gathered by the investigating bodies of the Russia’s Investigative Committee for the Republic of Tatarstan sufficient to convict 8 former officers of Dalny police station. Depending on the role of each one in the crime, they were found guilty of crimes under article 286 of the RF Penal Code (exceeding authority), part 4 of article 111 (inflicting grievous bodily harm resulting in death of the victim).

They are former deputy chief of the Criminal Investigation Department 25-year-old Almaz Vasilov, chief of the Criminal Investigation Department 31-year-old Ainur Rakhmatullin, head of the criminal police, deputy chief of police department 26-year-old Fail Sabirzyanov, detectives 25-year-old Ramil Akhmetzyanov, 24-year-old Ilnar Ibatullin, 29-year-old Amir Sharafullin, 28-year-old Alexander Fadeyev, and 23-year-old Denis Vasiliev.

The court and investigators found that the officers of Dalny police station had a whole criminal scheme how to get the evidence they needed. This way, if there was a theft case under investigation, they simply called a person to the police station and named him the guilty one. They offered him to confess to the crime, if refused forged an administrative offence record under which they first detained and then arrested the person. After that the most horrifying part of their activity began. The operatives tried to get confession at any price, including physical violence. Some of the detainees did not wait for the tortures and confessed there and then, but four of them, including Sergey Nazarov, who died after a questioning, refused self-incrimination. They tortured such tough ones with a bottle, a pencil and a pen. The most violent and immoral were Ainur Rakhmatullin, Fail Sabirzyanov and Almaz Vasilov. By the way, the latter is charged with the most counts of criminal activity. Going off unpunished, the police officers became so brazen to use tortures to get necessary evidence not only to the suspects, but to witnesses and even victims. 

One of those outrageous counts of their criminal activity was a case of a man brutally beaten up by unidentified men. The man reported the incident to Dalny police station. However, instead of searching for the responsible ones and helping the victim, the police officers beat up the man.

In all, there were 11 persons prosecuted in this case, with 10 of them remanded in custody over the period of investigation. In July 2012, due to pretrial cooperation deals the criminal case against Nigmatzyanov and Garifullin were severed in a separate lawsuit and the two were sentenced to 2 and 2.5 years in prison respectively (part 1 of article 286).

The criminal case against former chief of Dalny police station 45-year-old Ilgiz Akhmetzyanov was severed into a separate lawsuit due to his illness. As soon as he is healthy enough to continue, the criminal investigation will be finished.

During the initial investigation 18 criminal cases over 24 crimes were filed into a single lawsuit and 14 people were recognized victims to the crimes. The investigators questioned over 250 witnesses, set up over 85 forensic tests. The case had 80 volumes, 10 of which were indictment.

The progress of the investigation was personally controlled by Chairman of the Russia’s Investigative Committee Alexander Bastrykin, who held briefings in the regional office of the Committee several times.

The court has sentenced Vasilov to 15 years in prison, Rakhmatullin – 8 years, Sabirzyanov – 12 years, Akhmetzyanov – 10 years, Ibatullin – 10 years, Sharafullin – 6 years, Fadeyev – 2 years, Vasiliev – 4 years.
