First Deputy Governor of Omsk Region Yuri Gamburg charged with exceeding authority

The investigating bodies of the Russia’s Investigative Committee for the Omsk Region have charged First Deputy Governor of Omsk Region Yuri Gamburg with a crime under part 1 of article 286 of the RF Penal Code and 6 counts of the crime under paragraph “c” of part 3 of article 286 (exceeding authority).

According to investigators, in 2008-2012, the suspect, being the director of the property relations office of the Omsk city administration, together with the first deputy director of property relations office violated land laws and committed a number of illegal actions aimed at providing for ownership 24 pieces of land with a total area of 5.5 ha for farming at knowingly underrated price to 5 citizens and a commercial company, and a piece of land of over 21 ha to a commercial company, which were in fact located in residential construction block (for cottage construction). As a result of illegal alienation the budgets of Omsk and the Omsk Region suffered damage of over 400 million rubles.

At present the investigators are questioning the accused. They have filed a motion with the court to remand Gamburg in custody.

In addition, the accomplice to the crime former Minister of Property Relations of the Omsk Region Vadim Merenkov is wanted on charges of 6 counts of a crime under paragraph “c” of part 3 of article 286 of the RF Penal Code (exceeding authority).
