Yaroslavl Mayor Yevgeny Urlashov and his accomplice notified about end of investigation

The Central Federal District Investigations Directorate of the Russia’s Investigative Committee has declared the end of investigating operations in a case against mayor of Yaroslavl Yevgeny Urlashov, his deputy Dmitry Dosnkov and mayor’s advisor Alexey Lopatin. Urlashov and Donskov are charged with an attempt to take a bribe on an especially large scale (part 3 of article 30, part 6 of article 290 of the RF Penal Code), in addition Urlashov is charged with taking another bribe (part 6 of article 290) and Lopatin with intermediacy in bribery (article 291.1). Soon they will get the files of the criminal case to study.

According to investigators, the mayor of Yaroslavl and his subordinates in 2012-2013 extorted from the CEO of a commercial organization a bribe of 14 million rubles from the sum transferred to the organization for the work done. In case the CEO did not execute the demands, the accused multiple times threatened not to pay for the work done under the next contract.

In addition, the investigators believe, that during the same period of time Urlashov received a bribe of 30 million rubles from the director of a commercial organization. The Yaroslavl mayor promised to assist in selling to the organization the property, owned by another entity, which shareholder was the city mayor’s office.

Criminal cases against head of agency for municipal orders Maxim Poykalaynen and Andrey Zakharov, who investigators believe acted as a mediator in the bribery, have been severed in separate law suits. They concluded pretrial cooperation agreements. Soon the investigators are going to notify them that the investigation against them has been completed.

The investigators also checked the arguments of the lawyers about possible provocation of the bribe, but found no confirmation. They have gathered enough solid evidence that the accused were involved in the crimes.
