Birobidzhan mayor in Jewish Autonomous Region charged with abuse of office

Jewish Autonomous Region investigating bodies of the Russia’s Investigative Committee have charged mayor of Birobidzhan with a crime under part 3 of article 285 of the RF Penal Code (abuse of office entailing grievous consequences).

According to investigators, in June 2012, the supervisory council allowed a tender to include Rodina cinema in a group company. The cost of the assets at the moment stood at over 17 million rubles. The decision was approved by the resolution of the Birobidzhan mayor’s office. In order to add the assets of the cinema to the authorized capital of the company, that won the tender Rodina cinema and OOO Ekran signed an agreement on establishing OOO Kinomir. Later founders of Ekran asked founders of Rodina cinema to sell them a share of the cinema. The decision to sell was approved by the supervisory council making OOO Ekran the sole founder of OOO Kinomir. However, the cost of the cinema’s share in accordance with the evaluation held before the deal stood at 7 million 800 thousand rubles. It was revealed that the assets of Rodina cinema in accordance with the expert’s evaluation cost over 52 million rubles.

This way, municipal asset Rodina cinema was illegally alienated to the third party at considerably underrated price by deceit and abuse of trust.

At present urgent investigative operations are under way. The mayor has been detained. Restraint is under discussion. The investigation is ongoing.
