The expanded sitting of the Russian investigative committee board took place

Today the expanded sitting of the Investigative Committee Board of the Russian Federation took place in Moscow under the chairmanship of Alexander Bastrykin at which the results of the investigating bodies activity of the Investigative committee of RF for 2015 were summed up and the tasks for 2016 were determined. The following people attended the event: Head of the Presidential Administration of the Russian Federation Sergey Ivanov, deputy Chairman of the State Duma Vladimir Vasilyev, Assistant of the President of the Russian Federation Constantin Chuichenko, plenipotentiary of the President of the Russian Federation in the Central Federal District Alexander Beglov, Chairman of the Committee on constitutional legislation and state construction at the Federation Council Andrei Klishas, the deputies Alexander Remezkov, Joseph Kobzon, Mikhail Starshinov, Director of the Federal Drug Control Service Viktor Ivanov, Head of the Federal Tax Service Mikhail Mishustin, deputy Prosecutor General of Russia Viktor Grin, deputy Minister of Internal Affairs and Chief of the Investigation department of the Interior Ministry of Russia Alexander Savenkov, State Secretary and deputy Minister of Defence of the Russian Federation Nikolay Pankov, Head of the Federal treasury Roman Artyukhin, State Secretary and deputy Health Minister of the Russian Federation Dmitry Kostennikov, Chief of the Investigation department of the Russian FSB Mikhail Shishov, Head of the Investigation department of the Federal Drug Control Service of Russia Sergey Yakovlev, Governor of the Moscow Region Andrei Vorobyov, Real State Justice Counsellor of the Prosecutor General of the Russian Federation Alexander Sukharev, Children Obdusman of the President of the Russian Federation Pavel Astakhov, heads of departments of Investigative Committee of Russia, members of the community council, veterans of investigation, and other invited persons.

Addressing the Board, Sergey Ivanov has stated: Your department formed 5 years ago is playing important role in the law-enforcement system of the country, you address crime threat challenges, implement the principle of punishment inevitability for committed crimes. Investigators work is always found under the spotlight of the society. It stands to reason that the head of state especially noted its quality, productivity and the current problems in his Address to the Federal Assembly. I expect that you will achieve efficiency increase of your activity, first of all, in the directions which our President has indicated. Make available positive trends tenable. And there are those trends". Sergey Ivanov noted "last year the number of suspended criminal cases had decreased by 11%, it had been taken to courts more. 4% fewer cases were returned for further investigation by prosecutors in comparison with 2014, the courts directed 6% fewer cases for refinement. And essentially this is what quality is".

Also Sergey Ivanov reminded that «at the meeting of Council for Countering Corruption Presidium which took place on January 26, 2016 the task on applying additional measures to ensure inevitability of bribetakers property responsibility". "I believe this must become one of your main directions" the Presidential Chief of staff of the Russian Federation emphasized.

Speaking about department work results, Chairman of the Investigative committee of Russia Alexander Bastrykin noted: "In five years more than 4 million reports of crimes have been verified by the investigators of the Investigative committee, about 700 thousand criminal cases have been initiated, almost 500 thousand cases were directed to the courts". Up to 1 million visit to the place of a crime were executed".

Alexander Bastrykin expressed confidence in the fact that "five-year work of the Investigative committee showed correctness of a decision made by the leadership of the country about sharing functions of preliminary investigation and prosecutor supervision". "Quality of preliminary investigation has been significantly improved. For comparison: in 2006 (in other words, before the reform) courts returned for refinement to investigators of the procuracy more than 5 thousand criminal cases, in 2015 there were only 1 355 criminal cases. In other words, this index decreased more than thrice", - the Chairman of the Investigative Committee of Russia explained.

Speaking about corruption crimes investigation, Alexander Bastrykin has presented the following data: "Over eleven thousand and a half criminal acts (11 763) of this category have been directed to the court, which is 7% higher than in 2014 (11 029). The number of criminal cases against participants of organized groups (59) directed to the court increased by 23% as well (48 in 2014). Last year 603 persons possessing the special legal status were involved as accused of criminal corruption cases directed to the court".

Along with it Alexander Bastrykin focused attention on investigation of tax crimes, having noted that "in 2015 level of tax machinations revelations had significantly increased, volumes of payments arriving to state treasury had increased. In the course of preinvestigation checks and investigation of tax crimes nearly 15 billion rubles were recovered».

Having expressed concern about a large quantity of crimes being committed with respect to children (12 thousand children suffered from violent crimes last year) Alexander Bastrykin reported "an information letter into address of high regional executive bodies heads on social support of minors recognized as victims of criminal cases was prepared by the Investigative committee joint with the Russian Ministry of Labour and Social Affairs".

Also the Chairman of Investigative Committee of Russia emphasized that "in 2015 criminal law measures on the extremism and terrorism extinction had been reinforced. The investigators of the Investigative committee successfully completed and directed to the court 518 criminal cases on extremist orientation crimes and 104 on terrorist nature crimes many of which were brought in guilty already".

In conclusion of his speech Alexander Bastrykin assigned to the employees of the Investigative committee the concrete tasks to be decided in 2016. The Chairman of Investigative Committee of Russia presented state and office awards to employees of the department as well.
