The Russia's Investigative Committee bodies for Saint Petersburg has allowed a criminal case initiated by a preliminary investigation division of the Russia's Regional Office of the Ministry of Internal Affairs for the Primorsk district of Saint Petersburg by the signs of an offence in violation of Article 330, part 2 of the Criminal Code of the Russian Federation (arbitrariness with use of violence).
The material of the criminal case determines that on April 19, 2016 a 89-year old buyer was suspected of food theft in the shop "Pyatyorochka" situated on Staroderevenskaya street, 25 by a guard Ikromdzhon Nabikhanov and deputy director of the shop Maria Proshchalykina, who decided to conduct pat-body search contrary to the procedures prescribed. While Nabikhanov clutched the woman with his hands, Proshchalykina seized food packet from her. Then in the street near the shop, continuing the unlawful acts, Proshchalykina seized the aggrieved person by a hand, as a result she fell, after which she was hospitalized with the diagnosis "simple fracture of the cervix of the left femur".
Since the moment of allowance of the criminal case for proceedings investigators have inspected a place of the incident, have interrogated witnesses, and have carried out other investigations.
It has also been found the citizen of Uzbekistan Nabikhanov does not have a patent for protection activity, as he worked without proper registration in a security company.
At present bail hearing is decided for Nabikhanov and Proshchalykina and charges should be brought.
The investigation of the criminal case continues.
The investigative committee intends to conduct full, comprehensive and objective investigation, as well as involve persons involved in commission of this crime to penalty by law.
