The Major Cases Directorate of the Investigative Committee continues the investigation against mayor of Vladivostok Igor Pushkaryov, his brother CEO of Vostoktsement Andrei Pushkaryov and CEO of Vladivostok Roads Andrei Lushnikov. Depending on the role of each one, they are charged with abuse of authority under Article 201, commercial bribery committed by a group of people in collision under Part 204, abuse of authority under Article 285 and use of a forged document under Article 327 of the RF Penal Code.

Investigators have revealed that Igor Pushkaryov was involved in another malfeasance. According to them, between 2009 and 2016, while being the mayor he arranged that Vladivostok Roads, a company subordinate to the city administration, purchased construction materials from firms controlled by his relatives which are a part of Vostoktsement group of companies. Vladivostok Roads purchased construction materials only from Vostoktsement firms on the money received from the city administration under municipal contracts. For the said assistance, Igor Pushkaryov got from Andrei Pushkaryov in person and through his proxies cash, goods and favor bribes worth a total of more than 75 million rubles. CEO of Vladivostok Roads Andrei Lushnikov was part of the scheme for the reward he got from the Pushkaryov brothers.

As a result of the scheme, more than 1.2 billion rubles was transferred from the accounts of Vladivostok Roads to Vostoktsement companies as a payment for the construction materials, while Igor Pushkkaryov’s relatives got more than 500 million rubles of dividends from Vostoktsement companies.

Igor Pushkaryov has been charged with taking a bribe on a very large scale, abuse of authority and a commercial bribery under part 6 of Article 290, Part 3 of Article 285 and Part 2, item “a” of Article 204 of the RF Penal Code. Andrei Pushkaryov is accused of giving a bribe and use of a forged document under Part 5 of Article 291 and Part 2, item “a” of Article 204 of the RF Penal Code.

Earlier Andrei Lushnikov was charged with taking a commercial bribe from the Pushkaryov brothers, abuse of authority and use of a forged document under part 3 of Article 204, Part 2 of Article 201 and Part 3 of Article 327 of the RF Penal Code.

A court has dismissed Igor Pushkaryov from the position of mayor. He and Lushnikov are in custody, while Andrei Pushkaryov is under house arrest. The investigation is ongoing.
