In Ryazan Region, probe launched into negligence of officials of sports school whose inmates died in traffic accident

The Ryazan Region Office of the Investigative Committee has opened an investigation in violations of a Ryazan children and youth sports school during transportation of underage inmates to a competition under Part 3 of Article 293 of the RF Penal Code. Legal assessment will be given to the actions (omission) of the school administration and other officials.

A Renault Sandero en route from Ryazan to Voskresensk collided with a Gazel Next minibus on the morning of 25 March 2017, at kilometer mark 143 on M5 Ural motorway near the village of Vrachovo. Three underage passengers died on the scene, the fourth one was taken to a hospital with multiple injuries. Investigators believe that the transportation of the children was organized and held with multiple violations.

The recent tendency of children being injured and killed due to improper organization of transportation has been showing no signs of abating, but on the contrary has been growing even more widespread. A series of such violations made a basis for several investigations in the first quarter of 2017 alone.

Quite recently another investigation has been opened in negligence of officials at the Korkin sports boarding school in Churapcha, Yakutia after a traffic accident where several inmates were injured (Part 1 of Article 293 of the RF Penal Code). The Moscow Region Directorate of the Investigative Committee continues investigating a traffic accident that happened on 25 March 2017 in Lukhovitsy District, Moscow Region which claimed lives of three children. The investigation was opened in violation of the road code entailing death of two or more people by negligence under Part 5 of Article 264 of the RF Penal Code. A court has ruled to place both drivers involved in the accident in custody pending trial.

Unfortunately, regularity of all those tragedies suggests that it has long been not a coincidence, but generally accepted practice. It yet another time has demonstrated that there are huge problems in that field and only joint efforts of all competent authorities will be able to keep children safe. The latter can do nothing de jure, while “masters of their destinies”, all those who de-facto oversaw or failed, are going to answer for their actions (omission). The Chairman of the Investigative Committee always gives priority to investigation of crimes that victimize children. Investigators of regional offices do their best to hold the guilty ones – both organizers of “deathly trips” and officials responsible for children’s safety - accountable for their crimes before the law.
