The Khabarovsk Territory Office of the Investigative Committee has finished criminal proceedings against deputy head of the Sovetskaya Gavan District Administration – head of the social department. He is charged with excess of power under Part 1 of Article 286 of the RF Penal Code.

A company built a fitness and health complex with a swimming pool in the town of Sovetskaya Gavan in 2014. According to investigators, the accused signed acceptance certificates in December 2014, while not all the work had been done: no ventilations or bathroom equipment had been set up, no fire alarm, telephone or TV equipment had been mounted, no polyurethane floors had been laid, no water-measuring tank had been set up, no arrangement of green spaces had been carried out, etc. More than 4 million rubles was illegally transferred to the contractor which caused the municipal budget a large damage. The complex is still not finished, has not been accepted or commissioned.

The accused denies all the charges.

Agents of the Khabarovsk Territory Office of the Federal Security Service took active part in the investigation.

The investigators have enough evidence, so the criminal case with the signed indictment has been referred to court.
