In Sakhalin Region, former director of multifunctional state and municipal services center found guilty of fraud

A court has recognized the evidence gathered by the Sakhalin Region Office of the Investigative Committee as sufficient to convict former director of the Sakhalin Region Multifunctional State and Municipal Services Center. He was found guilty of 7 counts of fraud under part 4 of Article 159 of the RF Penal Code.

The court and investigators have revealed that the director of the center was aware that buildings would be bought in 2013-2015 to house divisions of the center and that considerable funds would be allocated for that from the regional budget. In February 2013, the accused set out to one of his subordinates a plan of stealing the funds from the Sakhalin Region budget and offered her to take part in the scam for a reward. The center’s specialists then involved three more persons. When Sakhalin Region bought buildings in the towns of Okha, Aleksandrovsk-Sakhalinsky, Aniva, Dolinsk, Korsakov and in the settlements of Smirnykh and Noglinka, they stole more than 37 million rubles by overstating the cost of the buildings.

The accused made a plea deal, actively helped the investigation and gave evidence against himself and his accomplices, so the case against him was severed to form a separate lawsuit.

The court has sentenced the man to 5 years in a minimum-security correctional facility and banned him from occupying any managerial or administrative offices in state authorities or local governments, state or municipal enterprises, organizations or institutions for 3 years.
