Probes launched in shelling civilians by Ukrainian army

The Investigative Committee’s Head Office has established more facts of shelling settlements in southeastern Ukraine. In accordance with Article 12 of the RF Criminal Code foreign citizens who have committed a crime outside the Russian Federation shall be prosecuted under the RF Criminal Law in the cases provided for by the international agreement of the Russian Federation if they have not been prosecuted in foreign stat. Therefore, 3 more criminal cases have been opened over the use of prohibited means and methods of warfare under Part 1 of Article 356 of the RF Penal Code.

According to investigators, on 22 and 24 May 2017, military servants of the Ukraine’s Armed Forces and National Guard violated the Minsk Protocol, the Convention relative to the Protection of Civilian Persons in Time of War (Geneva, 1949) and its follow-up protocol II, when they followed criminal orders of higher commanders of the Ukraine’s Defense Ministry and fired artillery weapons at civilian infrastructure in the settlement pf Golmovsky, Nikitovsky District, Gorlovka, the settlement of Yakovlevka, Yasinovataya District, Doentsk Region and Trudovskiye block, Petrovsky District, the city of Donetsk.

5 local residents were wounded.

The investigators believe that as before the motive for these major crimes which have no statute of limitations is political and ideological hatred as the population of the southeastern Ukraine refuse to recognize the current authority as legitimate and want to create isolated administrative-territorial entities.

The investigators are now working to find out all the circumstances surrounding the crimes and to identify the responsible, which is only a matter of time and the Investigative Committee have every means to do that.
