Protection of children’s rights priority of Investigative Committee

Protecting the rights of children has been a priority for the Investigative Committee since its inception. Under the current law, investigators of the Investigative Committee have the authority to look into crimes committed against children. Therefore, we also have the duty to protect the rights of injured parties.

Along with procedural measures, the employees of the agency take personal part and cooperation with different institutions and authorities. They help children’s facilities with more than 20 thousand inmates. Great attention is paid to rehabilitation of children after crimes. Namely, to support children wounded in southeastern Ukraine, the Investigative Committee cooperates with the Dr. Roshal’s International Foundation for helping children after catastrophes and wars. Specialists of the Research Institute for Emergency Children’s Surgery and Traumatology of the Moscow Healthcare Department (headed by Dr. Leonid Roshal) have helped a lot of wounded children, including Vanya Voronov supported by the Investigative Committee from day one, when Doctor Liza evacuated the wounded boy from war-plagued Donbass.

The Committee pays a lot of attention to education of the younger generation. The cadetship develops actively with Investigative Committee’s cadet schools in Moscow and Saint Petersburg, and 25 cadet classes in Barnaul, Vologda, Kemerovo, Murmansk, Novosibirsk, Stavropol, Khabarovsk, Khimki and other towns. Creation of Investigative Committee’s classes allows instilling moral and patriotic principles, discipline, understanding of duty and honesty necessary for future employees of the Investigative Committee. Studying at institutions welcoming succession of generations allows children to become imbued with the noble cause of serving their country.

As for investigators into crimes committed against minors, their statistics is as follows: 18.6 thousand of such cases were opened in 2016 (4.7 thousand over the 1st quarter of 2017), 13.4 thousand of the cases were finished (3.2 thousand in the 1st quarter of 2017). 16.9 thousand minors were recognized as injured parties in 2016 (4.5 thousand in the 1st quarter of 2017). 9.6 thousand children and teenagers aged under 14 were recognized as injured parties last year, while in the 1st quarter of 2017 the number of injured parties in this age category amounts to 2.5 thousand. We have to admit that last year about 2 thousand children and more than 500 this year were victimized by their relatives and family members, that is parents, guardians and foster parents.

Reports on different crimes in open mass media sources are becoming a reason for immediate response from law-enforcement agencies. The Investigative Committee has an effective mechanism of responding to reports published in mass and social media on crimes committed against children. Almost each day such reports are discovered in different regions into which checks and investigations are launched. The most resonating cases are taken over by the Investigative Committee’s Central Office. The Committee’s senior officials take tough stance on such crimes – not one violation of rights of children should be unattended.
