In Komi Republic, director of day care center to stand trial for negligence due to which mound of snow fell from roof on children

The Komi Republic Office of the Investigative Committee has finished criminal proceedings against director of a day care center Nadezhda Sichenkova charged with negligence under Part 1 of Article 293 of the RF Criminal Code after snow fell on children from the roof of the facility.

According to investigators, in autumn, winter and spring of 2016 and 2017, aware that there was a lot of snow on the roof of day care center No 120 in the settlement of Verkhnyaya Maksakovka, Syktyvkar, director Silchenkova failed to take steps to clear the roof. She did not conclude a contract with a specialized organization, did not order the dangerous area be cordoned off, or restrict access there for the staff and inmates of the facility. She ordered one of the staffers to clear the snow, but failed to supervise him, and the staffer was on sick leave, did nothing to appoint somebody else to do the job.

As a result of director’s negligent attitude to her responsibilities, on 2 March 2017, a mound of snow fell on children near the entrance to the junior unit. 3 3-year-old girls were buried under the snow for at least 6 minutes which threatened them with frostbites, asphyxiation, physical and mental traumas dangerous for their lives and health. One of the girls suffered hemorrhage of cheeks, neck and chest.

The accused pleaded guilty and requested special trial.

The investigators have enough evidence, so the criminal case with the signed indictment has been referred to court. In order to eliminate contributing factors of the crime, the investigators have filed a request with the Komi Republic Education, Science and Youth Policy Ministry.
