Two criminal cases over crimes in the area of housing and communal services and electric power complex of the region initiated in Murmansk Region

The Murmansk Region investigating bodies of the Russia’s Investigative Committee have launched two criminal cases over crimes in the area of housing and communal services and electric power complex of the region. The suspects are persons from the circle of former adviser of the Murmansk Region Governor – Gennady Shubin, against whom the Murmansk Region Directorate of the Interior Ministry had earlier initiated several criminal cases.

On criminal case was initiated over signs of a crime under part 3 of article 30 and part 4 of article 159 of the RF Criminal Code (attempted stealing of property by means of deception and abuse of trust).

According to investigators, in the period between 22 October and 2 November 2012, a group of persons under preliminary conspiracy stole property worth more than 1.5 million rubles from an organization owning largest power grid companies of the region. However, the said persons could not dispose of the stolen property as the criminal activity was revealed and stopped by investigations directorate of the Investigative Committee together with the Murmansk Region Directorate of the Federal Security Service.

The second criminal case was initiated against CEO of OOO KRES-Alyans (LLC) – managing organization of OAO Kolskaya Power Selling Company. He is suspected of a crime under part 2 of article 201 of the RF Criminal Code (abuse of office).

According to investigators, in the period between 8 November 2011 and current time, the suspect, getting boney from the consumers of electric power transferred them as a loan to ZAO Orion Engineering registered in Moscow and groundlessly prolonged the time to return the money. These actions entailed considerable material damage to rights and legal interests of OAO Kolskaya Power Selling Company in the form of a loss on especially large scale of no less than 377 million rubles.

Investigating operations are underway to collect evidence of the crime. Investigation of criminal cases is to be continued.

In addition Head of the Murmansk Region Investigations Directorate repeatedly forwarded to the prosecutor's office a request on quicker transfer of the criminal case against Shubin from the Interior Ministry of the Investigations Directorate.

This way, the investigating bodies of the Russia’s Investigative Committee are investigating 12 criminal cases over crimes in the area of housing and communal services and electric power complex of the Murmansk Region.
