In St. Petersburg searches finished under investigation in abuse of authority be employees of Petersburg metro

The second investigations department of the Main Investigations Directorate of the Russia’s Investigative Committee located in Saint-Petersburg is investigating a criminal case opened based on the files provided by Saint-Petersburg Chamber of Control and Accounts. The investigation was opened in a crime under part 2 of article 201 of the RF Penal Code (abuse of authority).

According to investigators, in 2012, Head of Petersburg Metro Vladimir Garyugin and other employees used their authority against legal interests of the institution but to gain profit and advantages for other individuals when signing an investment agreement on building of a commercial facility – a complex of land hall of Admiralteyskaya metro station. As a result the budget of Saint-Petersburg suffered damage of at least 466 million rubles and harm was done to legally protected state interests.

On 17 February 2015, searches were carried out in residence of a number of Petersburg Metro employees and its offices and those of the investor company. During the searches the investigators confiscated objects and documents concerning the said investment agreement as well as large sums of money in rubles and foreign currency.
