Criminal investigation launched against officials of state housing inspectorate of Kirov Region

Kirov Region investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation against some of the officials of Kirov Region state housing inspectorate involving negligence entailing death of a 1-month-old baby and bodily harm to a 9-year-old boy when a mound of snow and ice fell on them. The case was opened in a crime under part 2 of article 293 of the RF Penal Code (negligence entailing grievous bodily harm or death).

According to investigators, the officials of Kirov Region state housing inspectorate being aware that in February 2015 the temperature was to rise above zero and that there was a lot of snow and ice on the roofs buildings which could fall down on the pavement and thus injure or kill citizens, demonstrated their inaction and failed to organize proper oversight over cleaning of the roofs carried out by OOO Lepse-Uyut and OOO Housing Operation Office 34 in blocks of flats in Levitan street No 14 and Shironintsev street No 11.

As a result of the officials’ negligent and improper attitude to their service in the afternoon of 13 February 2015, a mound of ice fell from the roof of a block of flats in Shironintsev Street in a pram and killed a 1-month-old baby, and in the morning of 22 February 2015, a mound of snow and ice fell from a block of flats in Levitan Street causing a 9-year-old boy an injury to his spine. The child was timely taken to hospital and now his life is out of danger.

The investigative operations are underway to find out all the circumstances of the incidents. The investigation is ongoing.
