Tatarstan investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation against III degree specialist of State Construction Surveillance inspectorate of the Republic of Tatarstan Galiya Isayeva, 52. She is suspected of a crime under part 3 of article 293 (negligence entailing death of 2 or more people).

According to a preliminary version, in 2013, on the instructions of the prosecutor’s office the inspectorate checked if OOO Zarya followed fire regulations in operation of the Admiral shopping center. Isayeva visited the Admiral shopping center for inspection. She concluded that during visual examination she had found no signs of reconstruction requiring state construction surveillance or permission for operation. The suspect failed to take any measures to reveal changes in building’s parameters, its parts and quality of engineering and technical maintenance. Later Isayeva sent a letter to the prosecutor’s office telling that the inspectorate had no reasons for an unplanned check.

At present Isayeva has been detained. Investigative operations are underway to find out all the circumstances of the crime. The investigation is ongoing.
