In Yakutia former CEO of Aeroporty Severa accused of abuse of office, fraud and embezzlement of over 100 million rubles and his accomplice to stand trial

The investigating bodies of the East Siberian Transportation Investigations Directorate of the Russia’s Investigative Committee have finished investigating a criminal case against former CEO of the federal budget enterprise Aeroporty Severa (Airports of the North). He was charged with 7 counts of a crime under article 201 of the RF Penal Code (abuse of office), 2 counts of a crime under article 160 (embezzlement), a crime under article 159 (fraud on a very large scale committed using an official position). His accomplice – deputy director of OOO GazStroyServis branch office in the city of Yakutsk was charged with a crime under part 4 of article 159 (fraud committed by a group of people on a very large scale).

According to investigators, from 2011 to 2012, the accused served as CEO of the federal budget enterprise Aeroporty Severa and conspired with deputy director of OOO GazStroyServis branch office in the city of Yakutsk to forge and sign documents without refurbishment under a state contract in order to steal over 90 million rubles allocated to reconstruct an artificial runway at the airport of Chokurdakh under the federal target-specific program Economic and Social Development of Far East and Trans Baikal Regions in the period up to 2013. By his actions the accused caused the Russian Federal represented by the Federal Air Transportation Agency pecuniary damage on a very large scale.

In addition, investigators also believe that the accused embezzled the assets of Aeroporty Severa by illegal alienation of residential space operated by the company and owned by the Russian Federation by passing it to the chief accountant of the company. This way the state suffered pecuniary damage of over 3 million rubles.

During an election campaign to the Legislation Assembly of the Republic of Sakha (Yakutia) the accused did not want to pay for the agitation by his personal funds and spent the company’s money to publish articles about himself as a candidate to the deputies in regional mass media and to pay wages to his electoral staff. This way he spent the assets of Aeroporty Severa on his own needs and caused the company damage of over 1 million rubles.

The former CEO of Aeroporty Severa was also charged with abuse of office when having been aware of the unprofitability of the company and the deficit of funds he acted against its interests and illegally concluded and extended contracts on services with representatives of the company in Moscow, Novosibirsk and Irkutsk making the company loose over 4 million rubles.

The total sum of the damage caused by the actions of the former CEO of Aeroporty Severa stands at over 100 million rubles.

During the investigation the accused was dismissed from Aeroporty Severa.

The investigators have gathered enough evidence, so the criminal case with the approved indictment has been sent to court to be tried on the merits.
