Investigation opened in substandard services following media reports on incident involving 7-year-old boy that happened in spa in Sverdlovsk Region

A few days ago a number of mass media published reports that on 2 April 2015 20 students accompanied by three teachers wen to the town of Rezh to Baden-Baden thermal spring spa. While bathing a 7-year-old boy started to drown, but was saved by a fifth-grader who saw him unconscious under water and dragged him to the edge of the pool, where the boy received necessary medical aid. For the purpose of revealing all the circumstances of the incident most carefully, Sverdlovsk Region investigating bodies of the Russia’s Investigative Committee have opened a criminal investigation in a crime under part 1 of article 238 of the RF Penal Code (providing services that do not meet life or health safety standards).

During the probe the investigators are going to question the boy’s parents and other children, who was in the spa, as well as the teachers, who had organized the trip and staff of the spa. In the nearest future the investigators are going to assign a forensic medical examination of the victim in order to find the damage suffered. They are also going to request documents on swimming pool safety. The investigators are identifying the staff in charge of children’s safety and are going to qualify their actions (or omission) impartially.
